Congress Committees & Councils
Architects Leadership Council
Composed of New York City’s largest architectural firms, members discuss
common issues and advise the Building Congress on design questions facing the
industry and the City.
Communications and Membership Committee
Seeks to retain, upgrade, and increase membership support and involvement
while contributing to efforts to promote t he industry’s accomplishments.
Council
of Presidents
The Council of Presidents includes leaders of organizations and associations
from throughout New York’s design, construction and real estate community.
Economic
Development Committee
Monitors and evaluates City and State economic development policies, procedures
and incentives as well as conditions that impede or assist private-sector
construction.

Energy Committee
Focuses on key energy issues for New York City and has released
a series of reports entitled Electricity Outlook that detail
the City’s
need for additional electric generating capacity and enhanced conservation
programs.
Environment
Committee
Considers the impact of regulatory procedures on economic development, opportunities
for resource-conserving design and environmental construction programs.
MTA Construction
Industry Working Group
Addresses design and contractor issues between
the industry and the MTA. Considerable progress has been achieved on matters
such as contract retainage and payment questions.
Public Agency Council
Composed of leaders of Federal, State, City and regional infrastructure
organizations in New York City, the Council promotes productive
interaction among these organizations and senior industry representatives.
Public Building Committee
Reviews design and construction of institutional facilities in
New York City and helps the Building Congress express strong
support for the funding of rehabilitation and
construction programs.
Public Procurement Committee
Focuses on government procurement and public construction procedures
with the purpose of finding ways to make the process more efficient
and productive.
Transportation & Infrastructure
Committee
Evaluates the City of New York’s Capital Budget and capital
programs of the MTA, Port Authority of New York and New Jersey,
and the NYSDOT.
The Building Congress also creates ad hoc task forces to deal
with specific issues as needed.
