NYBC COMMITTEES and COUNCILS 2006-2007

Members of the New York Building Congress are invited to participate with one or more program or standing committees. These cover a wide spectrum of industry or organization concerns. Most meet at least three times annually, either at the offices of the Building Congress or at another location in Manhattan.

ARCHITECTS LEADERSHIP COUNCIL

Co-Chairs:

Carl Galioto, Skidmore, Owings & Merrill LLP

Composed of New York City’s largest architectural firms, members discuss common issues and advise the Building Congress on design issues facing the industry and the city.

Recent meeting included design plans for Governors Island Preservation and Education Corp. and the Lower Manhattan Development Corporation.

Membership is by invitation.

COMMUNICATIONS & MEMBERSHIP

The Communications & Membership Committee seeks to retain, upgrade, and increase membership support and involvement while contributing to efforts to promote the industry’s accomplishments. The committee also oversees the Building Congress communications program, including website development, publications and industry reports. Participation includes both Directors and members. This has been one of the most active Building Congress committees with an excellent record of membership development and communications oversight.

Recent activities include enhancing membership classifications and corresponding benefits and initiating creative membership recruitment strategies. The committee is also discussing creation of a members-only portion on the website where members can access up-to-date directory listings.

COUNCIL OF PRESIDENTS

Chair:
Frank J. Sciame, F.J. Sciame Construction Company, Inc.

Composed of leaders of industry organizations and associations, this Council meets to discuss policy and broad issues affecting the industry. It also provides a forum for the association heads to gather and discuss matters of importance to their organizations.

Recent meetings included topics on the Terrorism Risk Insurance Act, the Lower Manhattan Construction Command Center, the MTA capital program, and adoption of the International Building Code.

ECONOMIC DEVELOPMENT COMMITTEE

Pasquale (Pat) DiFillippo, Turner Construction Company

The committee monitors and evaluates City and State economic development policies, procedures and incentives as well as conditions that impede or assist private-sector construction. The work of the Empire State Department Corporation and New York City Economic Development Corporation is reviewed in detail, frequently with senior staff members and elected officials.

Recent initiatives have included support for the Greenpoint-Williamsburg Rezoning, East River Waterfront Project, and United Nations Expansion/Renovation.

ENERGY COMMITTEE

Chair:
John J. Gilbert III, Rudin Management Inc.

The committee focuses on key energy issues in design, construction and real estate. Participation includes chief executives from Con Edison and KeySpan as well as senior industry representatives.

Recent meetings have focused on the need for additional electric generating capacity in New York City to accommodate growth, replace aging infrastructure, stabilize energy costs and meet soaring demand. The Committee is currently working on the next in its series of Electricity Outlook reports focusing on energy needs through 2025.

Membership is by invitation.

ENVIRONMENT

This committee considers the impact of regulatory procedures on economic development, opportunities for resource-conserving design and construction, and reviews environmental construction programs.

Programs have included meetings regarding the Port Authority’s port improvement projects, including the Harbor Navigation Project, and the Hudson River Park’s capital program.

GOLF OUTING COMMITTEE

This committee coordinates the Annual Golf and Tennis Outing and recommends improvements in what is one of the most popular Building Congress events.

MTA CONSTRUCTION INDUSTRY WORKING GROUP

The MTA Construction Industry Working Group was established in the
mid-1990‚s at the suggestion of former MTA Chairman Peter Stangl. Its
purpose is to address design and contractor issues between the industry and
the MTA. In recent years, considerable progress has been achieved on
matters such as contract retainage and payment questions. Meetings are open
to all interested Building Congress members.

NOMINATING COMMITTEE

PUBLIC AGENCY COUNCIL

Coordinator:
Jeffrey M. Levy, Railworks Corporation

Composed of leaders of Federal, State, City and regional infrastructure organizations in New York City and helps the Building Congress express strong support for the funding of rehabilitation and construction programs.

Recent initiatives include support for more coordination among City, State and Federal agencies in rebuilding the infrastructure of Lower Manhattan and in planning the City’s future infrastructure priorities.

PUBLIC BUILDINGS

This committee reviews design and construction of institutional facilities in New York City, especially the work of the School Construction Authority. Attention is also devoted to City University of New York, New York State Dormitory Authority, private institutions like Columbia University, healthcare and criminal justice construction. The Building Congress provided strong support for the creation of the SCA and is a strong backer of City initiatives to increase funding for institutional rehabilitation and construction.

Recent meeting topics have included the New York City School Construction Authority’s capital program, the Mayor’s housing initiative through the New York City Housing Development Corporation and the New York State Dormitory Authority’s capital program.

PUBLIC PROCUREMENT

Mary Libassi Esq., Schiavone Construction Co.

The Public Procurement Committee pays special attention to government procurement procedures. This year, it has broadened its scope to consideration of every aspect of doing construction business with the City of New York. The objective is to find ways of making the process more “contractor friendly.”

Recent programs include meetings on the Mayor’s Quality Based Selection agenda and, going forward, VENDEX reform.

TRANSPORTATION & INFRASTRUCTURE

Carl J. Cosenzo, Schiavone Construction Co.

The committee has been especially active in evaluating the NYC Capital Budget and capital programs of the MTA, Port Authority, and State Department of Transportation. Re-authorization of the Federal Surface Transportation Program is a major topic for the Committee. Recent positions have included support for renewal of the MTA Five-Year Capital Program and support for a rail link to New York airports.

Recent initiatives included support for the MTA capital program and the 2005 Rebuild and Renew New York State Transportation Bond Act.

The Building Congress also creates ad hoc task forces to deal with specific issues as needed.
