MTA WORKING GROUP

New York Building Congress

Attendance: Richard T. Anderson, New York Building Congress; Al Bast, URS; Neal J. Forshner, CTE Engineers; Jerry Hallissy, Rail Works; Chris Larsen, Halmar Builders; Frank McArdle, General Contractors Association; Ken McNutt, MTA; Harvey Sands, URS; Joe Stewart, MTA.

Dick Anderson welcomed the group and said the purpose of the meeting is to prepare an agenda for the next MTA Working Group meeting. Over the past five years, the Working Group has fostered a productive exchange between the industry and the MTA.

Mr. Stewart said previous meetings have covered a wide range of topics and have led to many improvements in industry relationships and procedures. He announced that he is retiring in September and will be succeeded by Ken McNutt.

In a full discussion, the following topics and responsibilities were established:

  1. Financial procedures – reduction of retainage and modification of letters of credit will be addressed by Neal Forshner.
  2. Increasing efficiency – Chris Larsen will present suggestions on pace of work, removing roadblocks, and other steps that MTA could employ to improve its efficiency.
  3. Incentives – Ken McNutt will update Working Group on current use of incentives and their effectiveness.
  4. Design Build – Al Best will present suggestions on how the MTA could improve its use of design build procedures.
  5. Construction Outlook – Dick Anderson will brief the Working Group on the latest Building Congress forecast of construction activity in New York City through 2003.
  6. Consultant Selection – Neal Forshner will present suggested improvements.

Dick Anderson will organize the agenda for the next meeting, in consultation with Joe Stewart and Ken McNutt, which will be held at the Building Congress on Thursday, October 19, at 8:30 a.m.. A notice will be mailed in the near future.

Those in attendance were asked to suggest additional candidates for the Working Group. Suggestions should be sent to the Building Congress staff.
